Cannot turn wheel on complete stop

Hi, looking into purchasing a 2006 acura TL, test drove one the other day on a complete stop I cannot turn the wheel, feels like power steering cut off but worst. once it gets going the wheel turns fine. is there a reason behind this?

All TL's are like this.
VERY HARD/STIFF during parking lot speeds.

not to sure about the reasoning behind it.
maybe I can find some literature on it.

On a complete stop it is impossible to turn the wheel... so that is normal?

No it's not normal to be completely unable to turn the wheel at complete stop.

... unless the engine is off.

ditto. Does it remain just as difficult with the engine off? I see it was only a test drive. Test drive a 2nd and you'll most likely find your answer.

Hint: Turning the wheel of any vehicle, and especially a FWD one, when the car is stationary is not a good idea. Puts a lot of undue stress on the steering components.

I know some will take me to task on this one, but think about it before you respond.

Hydraulic vs. electric powered steering. If it had manual windows, between the two, you would be beefed up in no time!
