'07 Foglight Assembly Replacement

Does the bumper have to come off or can I access from wheel well in front of tire and how difficult is it to replace?

do yourself a favor and just remove the front bumper, it's not very hard to do so and makes the whole job easier. if you can remove the bumper, you can replace the foglight assembly
