'05 TL, Check engine light bulb

I am in Texas and they will not pass my cars inspection because the CEL bulb is out. Anyone know how to change these?

Are they saying the light is out but is illuminated .. or are they saying it's on and you need to fix what the problem is and that's why it's failing?

Sounds like something is getting lost in translation...
