'04 TL: heater not hot on idle

Hey guys I am not sure if this is normal but when the car is idling with the heater on high it hardly heats up the car.i would auto start the car in the mornings and leave it for 5-10 mins and car would not be hot as one would expect for the heat at high...while driving it will get hot but once u stop again the heat will not be hot. Is this scenario normal for the 04 TL or is there something wrong with the heating system.

heater control valve? I've seen some threads on this in the past but don't recall the exact symptom. Might be worth a search.

On my other car, when you are low on coolant, the heater core doesn't fill up, making it so when idling, the heater doesn't get any heat... But once you get up to speed, the heat kicks on, probably because the water pressure increases with engine revs, causing the heater core to fill up more...
