'04 tl

For a 04 TL, for the rear brake pads, is it drum or integrated?

The TL does not have drum brakes.

I'm going to go out on a limb and guess he means the emergency brake.

That's kind of what I was thinking, but I thought if that was the case maybe he would have said so?

Look at the image. 2 E-brake shoes are housed in the raised "hat" portion in the center of the rotor, and the brake pads sit on each side of the flat area and clamp, or squeeze the rotor when braking:
