01 Accord - timing belt drive pulley in too far

Wow.... This seems weard. I have replace a number of timing belts on Honda Accords over the years and have never ran into this. It appears like the timing belt drive pulley is in too far. The lower cover needed replaced because the Crankshaft pulley rubbed through it. At first I thought it was due to the o-ring on the adjustment nut being on the inside of the cover instead of on the outside. I bought a new cover and while installing the belts and when putting the crankshaft pully on as part of the procedure to adjust the timing belt alignment I noticed the crankshaft pully has about 1/8 in endplay on the crankshaft between the timing belt drive pulley and the crankshaft pully bolt/washer. (ie. it can slide back and forth on the shaft with the bolt tightened. So..... it indeed can go in too far and rub the lower cover. Am I overlooking something or is it possible that somehow the timing belt drive pulley is on the shaft too far. Seems to me that the two pullies should be compressed together tightly when the bolt is torqued to spec. The bolt/washer comes in complete contact with the end of the crankshaft and I would think that it should never do that..... rather the washer should only contact the crankshaft pully. Ever heard of such a problem?
Your help is appreciated.
