Programmer
Ok, first of all, the two items listed above are not "programmers". The only one with a "programmer" for our cars is Hondata and they've only done a handful of them in-house. As far as I know, they've washed their hands of the TL completely.
Now, on to the topic of the aforementioned ECU's... both of these ECU's will give you the ability to tweak parameters of the engine. They're quite technical to use. Far more than a simple reprogrammer where you choose a few basic options and it creates a performance map for your car. The main idea is more of one where a qualified tuner can make alterations in a controlled environment (i.e. on a dyno).
As far as the performance that they add... there's a thread regarding J&R's ECU where they installed one in a TL that was either stock, or had basic bolt-ons. I forget which. I'd recommend that you just search for that thread and get up to speed with it. The AEM F/IC doesn't have near the capability of the J&R ECU, but in most cases it's more than sufficient. It all depends on your current as well as future mods. Again, do your research on each unit; what each one is capable of as well as what each one ISN'T capable of, then figure in what you're planning to do with your car. That will give you an idea how they can best be utilized to maximize your other performance mods.
