A CAI would probably add 5-8 horsepower, but nothing that's going to throw you back in your seat. The PCD and J-Pipe combo will provide the most gains if you plan on staying naturally aspirated and doing these is definitely the right place to start.

Ya my plan is to keep it till it dies. Only have 85,000 miles on my '04 TL. Anything else you would recommend? Simple "bolt ons", i'm already thinking of doing a cat-back exhaust soon.

I have the XLR8 v2 J-pipe on my J30 Accord and the improvement was noticeable, should be a bit more on the larger J32 in the TL.
I'd check your local emission laws before deciding on either precat deletes or high flow precats (same vendor sells both) because having to swap out the precats before every state inspection would suck if you have to pass a visual or a tailpipe test. And if you go with the PCDs you will have to make additional exhaust mods (like an additional resonator) because it can become somewhat raspy if you don't.
As far as an intake goes, that's a later mod. On a completely stock engine the gains are minimal. They do sound good though.
And if your car is a regular TL, swapping out the rear 17 mm anti-roll bar for the 20 mm TL-S rear bar is a nice mod and pretty cheap-$60 or so at your local Acura dealer.
it will bolt on, but you still have a lip when the PCD transition to the stock J-pipe. So you will still have back pressure and to some extent exhaust reversion.
So yes start with the J-pipe first.
