Bypass Valve on V2?

I know if you use some common sense you won't hydrolock but for peace of mind can you put a bypass valve on the V2?

Also, someone I was talking to said his friend put a sock type cover around the filter to prevent it from hydrolocking. Is he confused or is there truth to this?

No you cannot. The piping is too large. And it's a waste of money anyways. It interrupts air flow and falls apart after a year. Stay away from 2-3 ft of standing water and you will be fine.

cold air intakes do not suck water unless they are submerged.... on the tl it is not a big worry unless as josh ^ mentioned you roll into a big ol deep puddle
