I seriously don't understand what is so hard about going to the performance sub section and dedicating 2-3 hours of reading. If you are really serious about modding for any type of performance gains this forum will become your second home.

Now with that said what eric mentioned is a good start. However performance is relative to each individual driver... are you looking for handling, or speed? Pick your poison.... but my recommendation is to get a set of coilovers, or get pick your own spring/shock combo... get some good tires and you'll turn the TL into a whole new car.

cheap is not really an option, unless you want cosmetic mods or you just want to increase the sound of your exhaust, but most after market parts for this car cost a few $. they start around $100 but climb to $1000 fast, with the average around the $200-$300 range.

I would go ahead and do the TB coolant bypass, it's 100% free and you can see some gains pretty quick! then go ahead and move to the other stuff that costs some $$$

i just recommend you getting a second, or first, job and use that money to purchase any and all performance based items, and maybe a few cosmetic ones, and then maybe something for me

I notice a trend of people asking for a cheap mod to increase horsepower. I think it's jsut natural that everyone would like anything cheap that has a gain. While we all know there is no $9.99 chip from eBay that can just add 100whp, I am curious about a $$/HP comparrison for mods out there. Of course these number all change when using mods in conjunction with each other (ie. CAI + Catback number is greater than CAI number + Catback number...if that makes sense).
Taking some item's from Erick 3's list:
cold air intake - AEM on their site claims it adds 19 WHP. At an MSRP of $313, that's $16.47 per 1HP gain.
exhaust - Comptech claims their catback gives 8 WHP. At an MSRP of $1095, that's $136.88 per 1HP gain.
ur crank pulley - UR claims their stock sized pulley gives 12 WHP. At an MSPR of $223, that's $18.58 per 1 WHP.
s/c - Comptech claims their S\C gives 65 WHP. At an MSRP of $4995, that's $76.85 per 1HP gain.
precats - I think I read that it yields about 20 WHP. Price on the site is $250, so that's $12.50 per 1 WHP.

There is NO such thing as cheap.
I started with a v2 intake, then that went to a catback, than that went to the rv6 package, then that went to crank pulley, and now im at the tires, next is coilovers. by the end of this year, i predict about $5,000-6,000 added into it

Yeah, some pf the HP numbers are pretty high, but so are the prices (I'm going on MSRP's) so it ends up evening out. If nothing else, it can serve as a scale, like you made above, on what produces most power for least $$.
^^Don't know anything about a coolant bypass, but it doesn't sound good ?
I installed a V2 AEM last week and love it.
I have the RV6 J-pipe/res-test pipe going in soon.
A UR OEM size pulley is probably my next purchase.

^Did your AEM V2 have a couple steps where you removed the coolant hose that loops a feed through the bottom of your throttle body? My standard AEM did. If not, search "Throttle Body Coolant Bypass" and there's pictures and everything. It stops feeding hot coolant through the bottom of the TB which is only necessary for those in freezing climates...keeps the intake side of the house cooler.
For the OP and others, there is absolutely no way any CAI adds more than maybe 5 hp tops, and that's still a bit lofty. It sounds good and you feel a slight kick in the top end. *You can gut the stock one and make your own that will cost you almost nothing - it's in the 3G Garage*.
If you only have $200 to spend and no mechanical ability, then I would get the CAI because you can install it yourself and it sounds great when your done.
Another great $200 mod (even less I think) is the Rear Sway Bar. Again, no hp return but crucial to making this boat turn better. Progress makes a very nice product.
If you have $200 to spend and feel comfortable with wrenching on your TL, get the pulley. This one has definite returns (more like 5-10 hp area from user reports) and although I installed mine with pre-cats, the car feels lighter. It used to feel like it was struggling to get that weight moving and now it feels much skinnier.
You can get the Pre-Cats for $250, but this is a upper level install. Probably count on another $100 labor. I think the 20 hp gain was with a catback exhaust, but these definitely put out. Just like a header on other cars, better airflow and no more cats to slow it down. Car sounds awesome afterwards.
I would save that $250 if you have it and when you've got about $600, get the full RV6 Pre-cat/ J-pipe/ Test Pipe combo. This is the greatest deal going and these three components together are the most insane hp spike short of the Comtech S/C.
