Can 07 type S break caliper to 07 tl caliper?

Yes, but you need to buy additional parts to make it work.

if you're lucky you can source complete knuckles from a salvage 6MT TL or Type S. i personally wouldnt spend the money for a new setup. there is of course other options such as aftermarket BBK:
