No, it's within the "system" menu through the HFL itself.

Press the HFL button, say "system" and it will follow with the various choices, including ring tone or announcement.

Basically saying Phone Setup will get you started from the main menu. One thing is that once the car says "Searching for a bluetooth phone" you need to do the same from your phone while its in discovery mode (at least for me with an old VZW phone.)
