Whining noise from stereo when started

Whining noise from stereo when started

Can anyone shed some insight before I dive in? I've installed sound systems, but never encountered this issue.
Stock ELS. Whining/static noise only occurs under two conditions:
1: When the car is turned to on, but not started (momentarily)
2: When the car is started, AND the volume is turned up past zero. Pitch changes with RPM. However, whining volume doesn't change with stereo volume.
About three seconds after turning the car off, there's a click from the passenger floorboard, and the noise goes away.

in the video, no. Nothing was plugged into the aux. And the sound has been present since purchase, one month ago. Searches lead me to believe it's the amp.
