Thats exactly as how I can explain it. Yesterday I was driving in the rain and heard a noise while music was playing. Thinking it was not part of the song, I muted the music and it was still going. It literally sounded like a long constant note of a caribbean steel drum. Can't explain it any other way but thats what it sounded like.
Is this another noise of the propellor shaft? Did philly recently put the grooves in the roads that make music while you drive over them?

Listen for the sound again on dry roads. If it comes back it could be the prop shaft. 4G TL shafts are like women, they all whine in their own way jk.
