What is the best sound system for the TL?

I'm not sure what the 400 watt limitation is, but there really is no "best sound system for the TL", and this question is impossible to answer without some sort of budget and knowing what you are wanting to accomplish. If you want extreme sound quality, then there are many brands of speakers, amps, and processors that can accomplish this.
Through years of being in car audio, I believe the best I have heard are Dynaudio Esotar2 speakers (Both what I and IHateCars run in our vehicles). Those are not for the faint of heart, as the tweeters have a MSRP of $1,700, the midranges $1,600 the midwoofers $1,100 and each subwoofer runs $1,600.
There are other brands, Audio Technology, ZR Labs, ScanSpeak, and others that can yield extraordinary results, but at similar pricing levels.
Now, if you have that kind of cash, then PM me and I will make some nice recommendations. If not, then not all is lost. Others on this forum have built very nice sounding systems for far less, between $1k-$2k or maybe even less.
So, tell us your budget, goals, and if you plan on doing the install or having a shop do the install and we can make some suggestions. You may also want to search on this forum some in this section to see what others have done.

Add a good sub system, disconnect the stocker, and try different cutout sizes of double sided foam tape to place over the centre of the tweeter. This will reduce the upper midrange output of the tweeter which gets harsh at higher volumes.

You're the only person that has ever complained about the stock tweeters being harsh. I would figure out what's wrong with your setup rather than make suggestions to others assuming they are experiencing the same issue.
If the tweeter is truly getting harsh at high volumes you need to upgrade the tweeter or the amp or both depending on what the problem is, not stick a piece of tape to the tweeters and ruin response below this so called harshness.
Putting tape on the tweeters does not reduce output which would actually cure the harshness, it blocks sound and will block some frequencies more than others. Getting them away from the windshield is far more important.
Hopefully any noobies will have enough common sense to not stick tape on their tweeters or Armor all the tweeters or stick deadener on the midrange cones or run all speakers full range.

This is a funny post. I built my first car audio system in 1990 when I was 16. Bought the cheapest new car on the market at the time, Pontiac LeMans (Daweoo in disguise) with 4 speed manual, no power anything, and 74 hp 1.6L I4 engine for $5900 and paid for it in cash with 59 $100 bills at the Pontiac dealer. I proceeded to put over $3000 in stereo equipment (between 1990-1992. $3k+ in 90'-92' dollars BTW).
Used to love reading Car Audio and Car Stereo Review in the days when magazines actually existed for audiophiles.
Anyways, this is a long-winded road to my comment about tape on tweeters, "Seriously?"

Yeah. Here is the ironic thing. 3k in stereo equipment and el cheapo Viper 300, I believe of the day, alarm. I was 16 years old. Never got broken into for first 3 years I owned it. Didn't live in the hood of Detroit BTW but in the burbs. There were plenty of people in the burbs that had their stereos stolen right in their driveway while sugar plums danced in their heads.
Got broken into TWICE in college as car sat in huge parking lot by dorms as a sitting duck! It was a stealth system that I was careful not to crank near campus too. Needless to say, that was a huge hassle...
