Ouside Temp stuck at 78

Ouside Temp stuck at 78
Driving around today I noticed that my outside temp was reading 78. Talking to someone else today they told me the temp was about 88. Not sure what is going on here. Took a ride tonight and noticed it was still reading 78. Any suggestion on what I need to do? Thanks
