I Figured It Was A Chip That You Had To Get Installed To Get The Dvd To Play On Navi Screen.

PAPIMPINTL - you figured wrong.

Playing DVD movies viewable by the driver (while the car is in motion) is illegal in some states ... such as mine.

If you want to do this, you will need to spend quite a few hundred $$ to get a modified signal selector & separate DVD player installed.

I can't imagine a state allowing it.

I also can't imagine it, but I believe that it is not illegal in all the states yet. I would be willing to bet that some states make it illegal to have a television viewable by the driver while the car is in motion, but may say nothing at all about a DVD player. So, if you don't have a tuner, you're legally fine. But not morally.

he speed of technology is at least an order of magnitiude faster than the legal system - so sometimes the proper laws lag by quite a few years.

It sure is a shame that spam wasn't internationally outlawed 15 years ago, for example. Also, when the first computer viruses hit, there weren't clearly defined laws that could be used against the perpetrators.

I have an Alpine monitor installed in the center console of my NSX. It too has a built in feature that 'requires' the car to stopped before playing video. My installer dude defeated the system by installing a switch that requires me to have the car in reverse, brakes lights on for a set period of time in a certain order to allow the video to work.
I don't use it while driving though and it makes my wife nuts because she can't watch movies or play PS2 while on the road.
