HID kit on DRL
If you want to replace your halogen DRLs by HID (Xenon) then you'll need a kit that contains a ballast to power the HID bulbs.
I highly recommend getting an AC ballast and not a DC ballast. The DC ballast is not expensive but you get what you pay for.

If you want white temperature like HIDs you should opt for either whither halogens or ideally LEDs, depending on which D2S bulbs you use in your HIDs.
Edit: Sorry misread, turn signals and I was still thinking of DRLs. Same still apply though, halogens or LEDs. Just amber for legality reasons here.
