Getting activation fee waived?

Is it possible to get the activation fee waived when getting a new phone and plan in the NY/NJ area? The providers all seem to charge $36. Is it easy enough to give them some b.s. like "if you can't waive the fee, I'll go to another carrier"?

FWIW, I'm looking at Cingular & T-Mobile.

Thanks.

Cingular and t-mobile have a sim card. Just take the card out of the old phone and in with the new. Just make sure that your phone is unlocked.

It sounds like he's looking for a new service.
In my experience, Cingular doesn't like waiving fees. I have to fight my way to the top of the chain just to get incorrect fees waived. I do love Cingular's service, phones, features and all. It's just the customer service that seems to be lacking a bit.
