Can the dealer upgrade the firmware in TL 06 to play Mp3 as they would in TL 07 ?.

Nope, its not firmware.
MP3's require decoding which is done by a chip... While on a computer software can do it in this case its also a chip.
Only way would be get a radio for an 07, but also note that would require to change many other components...
Your best bet is to add you own device...
