Welcome to AZ. Please decrease your font size-- it takes up too much room on screen.
The HFL/Bluetooth and Navi/Voice-command are two separate functions controlled by different toggle switches.
Are you able to use voice commands for A/C and radio controls using the toggle switches on the back of the steering wheel?
Are you having difficulty linking a phone using the switches on the front of the steering wheel because the HFL asks for a code?

Which button do you activate that says the system is locked?
If you pull on the button to activate it, that is the Voice Command button for the Navi.
If you push on the button to activate it, that is the HFL/Bluetooth.
Either way, look in the owner's manuals and for a sticker on the glovebox to see if a passcode is written down.
If you do not get the code, try several common 4-digit pins (0-0-0-0, 0-1-2-3, 1-2-3-4) to see if one of those is the code.
Otherwise, I believe you do have to go to a dealership to reset the passcode on the HFL/Bluetooth.
