I know for a fact that a lot of people got their HFL replaced under warranty. What year is your TL?

The service bulletin for HFL replacement is in regards to it not releasing the F-CAN Bus or keeping the HFL unit active after the vehicle is off and draining the battery..

Call quality is not controlled by the HFL system, if possible try a different phone and see how it works; it's possible the phone you're using just has a crap bluetooth stack and does not have good quality.

07+ TLs will automatically lower the blower to level 2 or 3 when a voice command/HFL session is initiated, my car is always on auto CC @ 72 - 73 degrees and I haven't had a problem with call quality, my HFL unit has been replaced and the delay box was installed because it was having issues with releasing the bus system.. I just picked my car up today because of quirks on Friday and they replaced a control unit for the nav/hfl/temp/etc.

I think the owners manual suggest you turn the blower fan down to minimize background noise. The system is not perfect. Most people pronounce some words, letters, numbers differently than the norm. The system gets improved just about every year.
