There is a bumper/bumper re-inforcement beam but there is also a "boat anchor" for vibration dampening. The boat anchor (afaik) is not required for structural integrity of the bumper. The bumper/bumper re-inforcement beam is.
I removed my front boat anchor long ago. Never noticed any difference worth mentioning.

The only time I can tell a difference without it is in gear sitting still with the AC on. There's just a little more vibration without it and only under those conditions.
