What is this?

Was under my car changing my rotor and brake bracket with one i got from the junk yard noticed this was super loose at the bottom and when trying to screw up back its stuck at an angle it seems. what is this piece whats the importance of it and how do i properly screw it on, should i jack up my rotor and lower arm control. P.S this is my passenger side

Stabilizer link, or "sway bar links", they connect your sway bar to the lower control arm. The stock ones have an allen head on the end of them so that you can hold that and tighten it, I think it was a 17mm. You should be able to do it just by taking the wheel off. but if it is at an extreme angle then just jack up the lower control arm to alleviate the torsion. If the bolt is too bent to screw that nut back on just get new ones. They are pretty cheap to replace, just don't get ebay ones, get some good quality replacements. They will make a metallic clinking noise going over bumps and turning if they are bad.
