Is a way to tell if TB/WP has been replaced
I'm looking at potential TL's for purchase. Is there a way to tell if the TB/WP has been replaced? I know
that some earlier Acuras had a plastic shear washer that would break off when the center timing gear
cover was removed. Thanks in advance.

It's difficult to check without removing the timing covers.
If they claim it was recently done, the timing belt should still have all it's markings intact.
Most of those markings fade the closer it gets to 100k.
The general appearance of the auto-tensioner, water pump, and adjuster will also need to be checked.
All of this requires the timing covers to be removed though.

When I bought my MDX, the dealer did not have a receipt for the timing belt change however in the engine bay there was a signed sticker from a local Acura dealership indicating that the timing belt was changed at 137k kms so I took that as proof. In hindsighr I should have went and asked the dealership but it looked legit and when I took my MDX in for the first oil change of my ownership I was told the previous owner took very good care of it with many services in the system so I lucked out on that.

Unfortunately they don't have that grommet that is usually missing for the manual tensioners(example: 95 accord) if it has been done on the newer cars. Like others have said above it is better to err to the side of caution and with no proof.
If you were a gambling man Id say to look for little clues like the Drive belt. See what the condition looks like. They are normally done in conjunction with a tb/wp service. Also you can look at the bolts on the timing covers and see if they look like they have had a socket on them.
If you can get a Carfax and it was done at a dealership it may be listed but if it were me and there was no proof Id call an Acura dealership and have them write up a repair estimate with parts and labor on the 105,000 mile service including new tensioner, rollers, oil seals and oil pump reseal(in case its leaking). Then take that invoice in and negotiate from there.
