IMO, both cases could get some discount off MSRP.
Majority of cars in lots now are 04TL non-Navi models. They definitely could get lots of discounts.
If you have some back orders from factory, the discount of 04TL Navi may be much less than what you could get from those 04TLs non-Navi sitting in lots.
If you try to get brand new 04TL non-Navi, you may get less discount than those in lots, too. Otherwise, who's gonna buy those in lots?

I struck a deal for a car on 2/27/04. I bought mine at a dealership in Austin, TX. The dealer had it delivered from 3 hours away the following day by truck.
My deal was at $31,150 vs. an MSRP of 33,195, so about $2,000 under invoice (Silver/Ebony/5AT/non-NAV).

Just brought my new WDP/Parchment/no Nav home last night (3/6). Got it for $1900 under MSRP at Ferman Acura in Tampa. It was on the lot and had just come off the truck the day before. They even paid off the last 3 months of my lease to get me into it.

Price Paid 32,825.00 for Anth/Qu Navi so thats 1825.00 off MSRP! Acura of Turnersville is the place to buy! Ask for Phil.
The build date was 1wk after I purchased it. So I had to wait 3 weeks for the car. If you want good deals, especially in the DC area, you have to travel 2 hours north.

I just bought a TL non-Nav 3 days ago, I got it for $30,100 v s $33,195 of MSRP. Do you think, thats a good deal? I was looking into the TL w/ Nav but they didn't have no. The sale person said he could order one but they will not drop the MSRP price of the TL w/ Nav because its in demand. So I went with the TL w/out Nav. I think I got a decent deal.

Mine was kinda tricky... Technically, I got it at MSRP, but I negotiated about a $2K higher trade-in value than their original offer. So I guess you could take that as $1K off MSRP, and a $1K higher trade-in.
FYI, mine's a Navi, and they did have to order it (took about a month to come in). From what I've seen, it's definitely easier to deal on a non-Navi, especially one that's on the lot, but you should be able to get around $1K off, even on a Navi special order.

Ordered 5AT w/Nav in late December. Arrived in early February.
Paid $32,871 which included delivery charge, wheel locks, and an extension on the valve stems that is green when the tire is properly inflated and red when it is under or over inflated. All accessories at 15% discount. Also got Acura Care 7yr, 100K, 0 deductible extended warranty for $1120. No trade, no dealer financing.

As a general rule you can get from $1,000 to $1,500 off the non-navi units (lot or ordering usually does not matter). Since the Navi units are fewer, you can't get the same discount. But as you have seen by the post the normal discount for Navi units is between $0 and $800. There may be a few here or there that claim to have gotten more off but in many cases those guys are adding in cost of "accessories" like side moldings, trunk liners, spoilers, etc that their dealer may have sold at cost. Car for Car (no accesories) is the way you should compare. Aim for $600 for NAVI and $1,500 for NON-NAVI and you will be in the ballpark. PS - These prices are all BEFORE taxes.
