I'll get my .02 in real quick so everyone can disagree with me lol.
H&R makes good quality parts, I used some of their Buick suspension stuff years ago.
The TL is nicely balanced from the factory as far as over/understeer. Put a stiff bar on only one end and you lose some of this balance. You can afford to go a little stiffer on the rear without touching the front and make it more neutral handling but you can't go a lot stiffer without making it tail happy.
I look at sway bars as a "tuning" tool. Do your springs and shocks first and use the swaybar to adjust the balance between over and understeer. A big sway bar will take the independance out of the independant suspension (enter a corner hard and the bar will try and lift the inside tire).
If they offer a kit with a front and a rear bar, I would go for it since they probably compliment each other. Just don't get carried away or you will have a car that corners very flat and feels like it can really take some corners but in reality it may handle worse than stock.

like i had said. PM ACTROS... he changed his... its not easy to change the front

Most of the RSB's here are Progrress 24mm or Comptech 22mm. I think Progress has been the popular choice the past year or so.
Front Sway Bar (from what I've read) = major PITA. And why? You don't want a stiffer FSB on a FWD with understeer bias.
Find a good RSB and find happiness.
