when i start my car sometime it wont start i know thats from the ulev .. but say that happens and i start it again and it starts it doesnt have the same speed it feels like its running weak.when i floor it it just feels sluggish .. then on other days when i start it up and get that GROWL the shit takes off??? lol

yeah, same here, sometimes the car starts weird...why exactly does it do that again, related to ULEV?

 

I believe that the TL uses as lean a re-start as it can, to help ensure that the startup fuel allotment keeps them in ULEV territory. It might be related to the vapor recovery system as well. It is the unburnt fuel and the volatiles that lead to high emissions at warm startup*, so I believe that the long cranking times involve some of the variables I mentioned.

*Cold startup involves different variables, and different strategies to ameliorate.
