I have two fobs that seem to program for only Driver 2.

Can you reprogram a fob to another driver setting? Dealership?

Not possible since it's encoded into the chip in the remote itself. Unless you want to desolder and change the stuff in the chip, it's way easier to buy a Memory 1 remote from ebay and pair it with the car. The remote takes about 2-3 minutes to pair at home!
