Replacement Fog Light
I have a fog light that took a rock through the lens and needs to be replaced. Where can I get a good deal on an OEM or is there a better alternative that is brighter?

Sounds like you need the lens not just the light?
The lenses are pretty pricey and nothing to do with "brightness".
What you need and what's available depends on what year your car is. '04 - '06 are not the same as '07/'08.

As for the actual replacement procedure, I think that you have to remove the right and left side engine compartment cover and the front bulkhead cover but I'm not sure if you have to remove the front bumper for the foglights. This seems to be the case for replacing the headlight assemblies.
To remove the engine compartment covers:
1. Remove the washer reservoir cap, and release the hooks and pins, then remove the right side engine compartment cover.

2. Remove the left side engine compartment cover by releasing the hooks and pins.
3. Detach the clips, then remove the front bulkhead cover.

Hopefully someone else will stipulate whether or not you have to remove the front bumper to replace the foglights
