My sister has a 2006 V6 Mustang with the pony package.....
She wasnts locking lugs and a locking gas cap.... I have been searching for the past 20 mins. and I am still not sure what she needs.....
Can anyone help me with this?

Obviously, a locking gas cap is just that - a gas cap like yours and mine except this one locks with a key. I'm sure her Mustang has a "fuel door release" button on it somewhere; however, she probably wants a bit more security as those are easy to pry open. Thus, the gas cap that actually. Frankly, any potential "gas thief" would just move on to the next car if the car had a fuel door that needed released so I don't think there's a need for the locking gas cap. However, different strokes for different folks.
The locking lugs would be a lug nut that requires a special "key" or lug wrench attachment to get that particular lug nut off the car. This prevents someone from stealing her rims/wheels unless they have the "key" for the special lug nut.
All simple stuff and a quick search in google with give you mountains of information.

The 2005 Mustang GT I drove before getting the TL (no, not direct competitors, I know, but I was looking at RX-8s and Cadillacs too) did NOT have a remote fuel door release. The door is just a pull-open flap.
The locking fuel cap and locking lugs should be easy to find at most auto parts stores, assuming Ford uses standardized gas filler and wheel lugs on the Mustang. Otherwise, Ford dealer would be the other option.

Also her gas door does not have a release... it is a manual open from the out-side.... She still goes to high school and some kids think it is funny to put stuff in gas tanks......
I am not an idiot who knows nothing about cars.... but thanks for the explanation anyways....
I will be putting in my long tube headers on my GTO next weekend.... WOOHOO!
I gotta convince my parents to get some mods for there TL!
