^^ Its a spacer that goes in between the intake and the intake manifold. Keeps the heat of the engine away from the intake or something like that...
IDK about JET Performance doing a reflash for the TL, not on the website
ATLP exhaust will require 07 Type S Bumper or Type-S Aspec rear lip and chopping up the existing rear bumper, but the way to go!!!

Welcome to the forum!
It's addicting, and sometimes you can get caught up with too many mod ideas and then before you know it, we're all in debt. haha.
Try the greddy exhaust if you want it to sound deep.

JET Performance will do it. check'em out. I went down and spoke to them personally. But you will want to do all your exhaust, spacers, pulleys, etc first and then do the reflash last so they have it set accordingly.

www.acuratlparts.com
They are a site vendor.
Check out the Performance section of this site. Tons of info on CAI's, P2R TB Spacer, UR Pulleys, Exhausts, J-Pipes, etc.
Search a little and you'll have more information than you have money for (well, at least more than *I* have money for - lol).
Look through the thread called 3G Garage as well - huge source of information and DIY.

However, if you want power, as previously mentioned, a CAI will net you more power than an exhaust, and a TB Spacer is good as well. A crank pulley will free up some more potential power as well.
Hope this helps! Welcome to AcuraZine
