Most likely been color sanded , but even polishing will bring it up a lot.

 

The shine is because it's indoors with a lot of lights. Ever go to a auto show? Every car looks that good indoors with artificial lighting. It does look great no doubt about it, but even a somewhat dirty car would look amazing in those conditions in that picture.
