Though technically I am not in Northern Virginia (western Prince William County), you'd never know it.
BTW, right off the bat, I can think of 13 3G TL's at my work with at least 3 of them being manuals. Oops, make that 14. This is for a parking lot shared by two buildings in Fair Lakes.

I know there are plenty more out there.....
Just from getting Switchblade key made in woodbridge, we had like 15-20 people there.. (Including 1 guy who drove in from NY)

This is my area, Friday morning I saw 12 3G TL's, just dropping my kid off at summer camp and going to FairLakes shopping center and back.

Not NoVA, but close enough...Pasadena, MD.
Keep your eyes peeled for an 04-05 TL w/ Navi, in Gray, Green, or Black, w/ Black interior (Green won't have it of course) for me.

Leesburg gal here ... work in a school just south of Herndon on McLearen Road, right off Rt. 28. I see tons of TL's on Rt. 7 and Rt. 28 on my way to work each day.

Funkymint, we're always happy to have folks come out to visit us in Leesburg - maybe we'll see each other in passing - what color is your TL? I have a CBP TL-S. I see that PhatTLS has the same color as I do. Great taste! I know of at least two others just like mine in my community - all three of us were parked in the same lot by the golf course a few weeks ago. How weird is that?? So much for being unique!
