According to the owner's manual (page 116 in the 2004 manual) it is a sunlight sensor. There is also a temperature sensor on the dashboard below the ignition key.

I believe, not postive, it is for the temperature control, so if the sun is on the driver the temperature for the driver is adjusted accordingly. Again, not positive on that one.

I have an ultra-right wing friend who asked this same question. I told him that the "bubble" housed a minature TV camera that was constantly rotating and sending images to the CIA. I think he believed me.
