If I'm idling at say the smog shop the compressor or clutch clicks once every few minutes I know it happens but this seems too frequent. Is this normal for an 04?

Or shut the A/C off!

Actually it's normal and is affected by temperature and demand. If it's running in cooler conditions (outside air temperature), it will cycle more frequently. If you have the blower speed set on low, then it will cycle more frequently. The real test is when you get a warm sunny day, the interior is hot and you have it set on max with a high blower speed. If it cycles then and the air temperature at the vent is not cold, it's probably low on refrigerant and should be checked, but if everything is up to snuff, no problems.

sometimes the system has leaked a little freon and a top off is needed

It helps to use the ac and the heater for 10-15 minutes, once a month in their off season, to keep the rubber seals conditioned

Amazing what a few psi of freon will do to bring the AC back to new!!

Check the pressure in the system low side, parts store should be able to help you for free
Stick a thermometer in the vent- how cold is the air blowing out?
Replace your `cabin air filter` every year
THAT will make a big differance in performance of the AC
