I just installed the right side and the ballast makes a buzzing noise but no light. What can the problem be? Is it possible that I blew the fuse???

Its a 35WAT kit 8k. The left fog works fine......

I tried both ballasts it makes a buzzing noise for both of them. The bulbs are BRAND new.

 

I just tried 2 other sets of bulbs and installed the left side the ballast makes a buzzing noise and no light. So I guess I need a fuse?
