are the high or low heater switch lights supposed to go off when they come up to temp? my high bulb goes on and off intermittently.

This is a common problem on all TL's. The heat switch bulbs as well as the cruise control bulbs seem to burn out pretty fast. Have the dealer replace it for free if you are still under warranty. If not, you can DIY and buy the bulbs online for roughly $3-4.
