headlight clearing

I think I may be missing something, but don't "cleared headlight" make the car "street-illegal" in just about every state in the US?
I know that California vehicle code mandates that all vehicles driven on public roads must have a yellow reflector (yes, a reflector, not a light that lits yellow) of a certain size and specific reflective capabilities on each side towards the front of the car.
Do you remove that yellow reflector while "clearing" the headlight? If so, you might be just giving cops an extra reason to stop you and/or to tow you off the public streets. And if clearing the headlights does not involve removing the yellow reflector, then please pardon my ignorance.

well in cali your suposed to have the reflector by or in the headlights. thats the law. clearing the headlights basiclly mean you take out the relector. so i guess it is not street legal. if your diving a TL i don't think a cop will pull you over. they go after cheaper car and rockets. they don't pull over a benz fofr tinted windows they get the celica. well thats what i think.
