Well! This is known as trade. You buy cheap and sell for more. Nothing wrong in what he's doing. There are a lot of ignorant people in the world who'll buy them and do not know how to cross shop.

I just ordered some. From digging through the massive threads if found the below parts. It looks like both work but the 2nd one is brighter.
1. WLED-B4
or
2. T13-B6
I ordered 6 T13-B6 the total was about $22 shipped.
