can someone help me out what the official name and part number would be for #36, 4, and 8? should i also order #38 to replace the bolts? see link below of diagram.

Do not worry about replacing the bolts, if you already have them. I believe it's purpose is to push air up into the engine bay, not deflect mud. I'm not sure if this is true but I use mine as reassurance when I scrape something that it wasn't my front bumper.. lol
