Ouch!
First service is generally an "A" service- change oil & filter w/visual inspections to make sure nothing falls off. Warranty does not cover maintenance and regular services, unlike BMW and Audi.
Santa Monica Acura charges about $50 for A service, and $145 for "B" service (which is the "A" service and a tire rotation). My mechanic charged less than $70 for the B service when the MID indicator came on at about 8500 miles.

So that would be a $95 tire rotation from Santa Monica Acura?

I got an oil change and tire rotation from Ed Voyles in Atlanta for $70. Their service department was excellent.

Yes, it's the "California cost of living" and "Starbucks in waiting room" premium, which I decided not to pay. My mechanic's coffee isn't bad, he also has sodas and bottled water and his charge for the "B" service is like your dealer's. He also gave me a loaner to get around (usually gives an older Accord or Civic, for any service that might take a couple of hours), while Santa Monica Acura only gives limited number of loaners on first-come first-serve basis.

The A service usually consists of oil/filter change and the A1 includes tire rotation. I know there isn't a standard pricing for servicing and dealers usually set the price, but $200 for oil change and tire roation? I was charged $50 or something close to it for my first A1 service. You should 1) browse through the owners manual and see what the services consist of, 2) find another dealer to do your service or 3) find a local mechanic to perform those services for you (much cheaper).
