What are the differences between bumpers from 04-06 compared to 07-08 except for fog lights? would there be any differences between a spec kit on 04/06 compared to 07/08?

^if you took a look at that thread; you would see the difference between bumpers.

in 2007 the base bumpers got a little face lift.
which is primarily the bottom portion of the bumper where the fog lights go.
