Is it possible to decode the trim level from the VIN?

I have entered both my own VIN and that of another car in the VIN decoder. The decoder doesn't specify between nav/non-nav, its just a user-chosen drop down. (I know my car is a nav model, its the other car I need to find out.)

Honda estore is the same, its lists my VIN as a base without nav if I search just the VIN.

Could a dealer determine trim level with just the VIN?

Although the VIN reflects trans type and also if summer tire option, it doesn't reflect if equipped with
the nav option, but the manufacturer would have a record of what was installed when the car was built.
