Welcome to Acurazine!
Many members here have used ddmtuning, retrofitsource and I have used HIDextra. My slim ballast kit was $60 and I haven't had any problems with them.
It does not need the harness. I believe that is for those with LED's in the DRL lights.
Here is the list of AEM CAI for your TL.

If you're looking at one off of an Accord, just make sure the part numbers match.
Many members here find the CAI to be a waste of money, the stock intake is pretty well designed, but to each his own.
Lastly, a popular brake pad to go with is the Duramax Gold pads from Autozone or the pads from our vendor Brake Motive. Both of them are ceramic and dust considerably less than a standard pad.
Hope that helps!

Thanks guys went with ddm tuning as I just put the, on my 07 f250 for head lights and fogs. I like their life time warranty to where most only give a year.... I was thinking maybe there where better out there with life time but could not find any.
Also what is a good place to buy 6k replacement headlights. Was looking at ijdmtoy where I got my interior light set and the drl 6k light set. Just wondering if there is a better place with better bulbs

I've dealt with the retrofitsource. Specifically the Morimoto bulbs, only $40 for the pair.
Other popular choices are the SVS $200 I think and Osram CBI $180.

They make a V2 for the acura tl. Why would you want to buy one for an accord?
edit:
Here, this link says this v2 will fit an 04-08 tl and an 03-06 accord.

Thanks I did not know they made it for the TL. I could only find normal ones. As look at the link for it, it does not show the TL
