well for starters you'd have to get to the wiring behind the cig lighter.
Which ever one is positive you'd have to hook it up to constant power.
Maybe a constant fuse from the fuse panel?

You could run a power wire from the battery with an in-line fuse and cut your cig lighter and attach the new one. OR you could tap into say your dome lights that have power all the time and cut the cig lighter and attach, but you run the risk of blowing a fuse depending on what you plan to use on the cig lighter. What are you trying to run?

Not sure about under the console, but for the one in the box under the armrest, there is a DIY in the Garage. Sorry, don't have the link, but it's in there somewhere. You only have put a jumper wire in the fuse box.
