I know that people somehow put accord fogs on 04-06 TL, but will an 07-08 fogs also fit on a 04 bumper

 

Yes, they should. I think, and someone correct me if I am wrong, that with the TL foglights, they should just go in your 04 TL after you cut some plastic. Search, and there should be plenty of threads about TL foglights.
