Here is a story in today's Canton Repository regarding black boxes being used in accident investigations.

The 07s have a black box - it's stated in the manual. They have to state it in Canada as per our privacy laws. However, it's not called a black box - something like a data recorder or something and can only be used in the event there is a court order. As much as I would hate to have to take my lumps if I was breaking the law when I had an accident and... it was recorded by a black box in my car. The time comes where eventually we'll have to stand up and be accountable for our actions.
For every person that squeezes their way out of a jam... there's someone on the other side getting screwed over.
It could very well be that the party that hit you was at fault and had a black box in their car that turned the tables in your favor.

For example, if a speeding car (box off) hit a slow moving car (box on), the police could still get some information about the accident - Impact must have occured with x amount of force, we know that the car with the box on was travelling x mph going x direction, then they could figure out the speed, velocity of the other vehicle (which must have been speeding)?
Just a thought, there's probably other things that I didn't account for that would invalidate my theory.
