Why do you want a full stand alone ecu?

already have done mods to the car, need the ecu to do the proper settings, the stock ecu is not allowing the car to perform well with the mods

I think going another direction will work better for engine management . The AEM series 2 EMS that you are talking about is pretty expensive ($1460) and is not designed for the 3rd gen TL. There is a guy running the AEM ecu for a turbo setup, but had to change a bunch of things to make it work. What mods are messing up the stock tune? As far as engine management, the AEM Fic is the cheapest option and does the least interns of what you can adjust. The J&R Mega squirt 3 based ecu, which is more expensive and allows more changes to the tune, but is also harder to tune. I don't think they are made anymore, but are available used in the blackmarket section ($500-600). The last option is not really an option yet, which is the Flash pro from Hondata. They or someone else may come up with a harness to allow use by older 3G TL's. Almost all will need professional help to get a really solid tune.
