Possibly looking to buy an 08 TL-S with 28,000KM on the clock. Dealer is looking for an extra $1000 to Acura certify it, is it worth it? With the year and current KM I'm not sure it's worth it.......... What do you guys think?

Is the dealer looking for the $1000 to certify the car, or sell it as a CPO and charge you a grand for the Acura Care Care extended warranty?
The OE warranty is 4/80000 KM and the power train 5/100000 KM, so it depends on how long you intend to keep the car and how many KM you'll be driving. The CPO adds 12/12000 miles (too lazy to do the conversion) to the end of the factory warranty, then covers the power train 7/100,000 miles. The extended warranty covers all that is specified 7/100,000 miles from in service date.

I purchased the extended warranty which will expire 4/11, and haven't needed to use it, but some have. Naturally, your decision.

Depends on how much you drive, in part. Here's a few things to consider.
With the CPO, you get a 7 year 100K powertrain from the vehicle's original service date. As well, every service on the vehicle must be brought current. There are a few other things that the vehicle must have in order to qualify, such as tires that match OEM, and a certain tread depth. I'm assuming that the car already has all of that, or else they probably wouldn't offer certification on it.
Another nice little thing is that the dealer can then offer an extended warranty called a "certified wrap", which transfers the powertrain warranty into a total vehicle warranty for that 7 years, 100K, at a $0 deductible. The wrap is priced a la carte, but dealer cost on it is around $600 as I recall (therefore, if you were to get it for say even $1,000, it's still cheaper than any other equivalent AcuraCare).
This is for the US, Canada may differ.....

while most mechanical stuff is diy fix, that cpo warranty will cover the expensive electronic systems that MAY fail,,,look how many there are! from your power seat to the radio and nav systems...warranty is good~

Not that exact warranty, just the mileages and coverages change....it all depends on the model year and mileage. You can purchase a $0 deductible warranty as long as the vehicle is at least a 2007 (possibly 06, can't recall) with under 50K miles, and you can purchase a $100 deductible warranty at any time while the vehicle is within the original 4 years 50K.
Once you reach over 40K, you can only purchase in 1 year 12K increments for extension, up to an added 4 years 48K. With a CPO, the main key is the lower cost of the warranty.
